Step 1: Define Production Targets Before Specifying Equipment
No machinery specification is valid until you have answered three questions: what products will the factory produce, in what volumes, and across how many SKUs.
Product type (liquid, paste, powder, solid) determines filling technology. Volume target (annual units) determines machine speed. SKU count determines changeover frequency and how much operational downtime you need to plan for. If these three inputs change after machinery is ordered — which happens regularly when factories are planned ahead of market confirmation — equipment becomes either insufficient or over-specified, and retrofits are expensive.
The most common planning mistake: specifying machinery at peak theoretical demand rather than at Year 1–2 expected throughput with a headroom buffer. Buy for where you will be in 24 months, with a machine platform that can expand (additional heads, wider speed range) when demand grows.
Step 2: Map the Complete Production Line Before Budgeting Machinery
A production line is a system. Budgeting only the filling machine — the component most buyers price first — produces a cost estimate that is typically 40–60% of the actual line cost.
A complete filling line includes, at minimum:
- Container infeed: unscrambler, air rinser or inverter rinser
- Filling machine
- Capping or sealing machine
- Labeller (pressure-sensitive, sleeve, or glue)
- Date coding (inkjet, laser, or print-and-apply)
- Check-weigher or inspection system
- Reject station
- Accumulation conveyors (between each major machine)
- Case packing or tray loading
- Pallet wrapping or strapping
Request a complete line layout drawing and equipment list from your machinery supplier before agreeing a budget. A supplier who will only quote the filler and capper is not equipped to manage the integration risks that arise between machines.
Step 3: Budget Machinery Plus Installation — as a Single Number
Machinery ex-works (at the supplier's factory gate) and machinery installed-and-commissioned in your facility are substantially different costs. Add the following on top of equipment price:
- International freight and import duties: Typically 8–15% of equipment value depending on origin country and destination tariff schedule
- Local logistics and rigging: Moving heavy machinery into a factory building, positioning on the production floor, and anchoring to foundations
- Mechanical installation: Bolting down, aligning, and interconnecting machinery on the line
- Electrical and utility connections: Local supply of power, compressed air, water, and drainage to each machine — cost varies widely depending on existing infrastructure
- Commissioning and validation: Running the line to production standard, resolving integration issues, and documenting performance
- Commissioning spares: Typically 5–10% of machinery value in recommended spare parts to carry during the warranty period and beyond
A realistic fully-installed budget is typically equipment value × 1.3 to 1.5 when all of the above are included and estimated honestly.
Step 4: Plan Space and Utilities Early
Machine footprint drawings are available from suppliers early in the project. Request them and plan your production floor layout before construction begins, not after. Key layout considerations:
- Maintenance access clearance: Each machine needs at least 1.0m–1.5m clearance on the service side for operator access, maintenance, and format part changes
- Accumulation conveyors: These add 2–4m of line length between machines and are frequently underestimated in layout planning
- Compressed air: Filling and capping lines typically require 6–8 bar at 200–400 L/min. Calculate total consumption from each machine's specification and add 20% headroom
- Electrical load: Provide the total connected kW from all machine specs to your electrical engineer before designing the distribution board. Peak demand (all motors starting simultaneously) may require soft-start or VFD management
- Drainage: CIP return, product spillage, and rinsing wastewater require floor drains at each machine. Specify drain positions in the floor plan before concrete is poured
Step 5: Build a Realistic Timeline
A greenfield packaging factory project — from purchase order for machinery to first commercial production — typically requires 18–30 months for a medium-complexity line:
- Months 1–3: Factory design and permitting, machinery order placement
- Months 4–14: Civil construction, machinery manufacturing in parallel
- Months 13–16: Machinery FAT, shipping, and customs clearance
- Months 15–20: Installation, utilities connection, commissioning
- Months 20–24: Validation, operator training, production ramp-up
The most common schedule delays are: civil construction overruns affecting machinery installation access, utility connections delayed by the main contractor, and operator training not starting until after commissioning is complete (it should start 6–8 weeks before, using factory video and the supplier's training materials).
